Board of Selectmen Meeting Minutes

December 7, 2015

Pledge of Allegiance

Meeting called to order at 5:30pm

Roll Call- John Pfeifle, Chairman; Sonny Harris, Selectman; Harry Wright, Selectman

Appearances

  1. Emily representing Kearsarge Area Preschool (KAP) addressed the board looking for a point of clarification of the rear porch use of the Community Center. If the porch is for public use KAP would like to know if they need to purchase a lock box for items they would like kept for preschool use only. Board discussed deducting cost of lock box from rent. Town Administrator will check with BACC Committee for clarity.

Regular Business

  1. Notice of layout hearing held signed by Selectmen
  2. Contract for lien searches for Town Clerk’s office signed by Selectmen
  3. Abutters notice of public hearing received for 120 E. Main St, Map 17-3. Town Administrator will remind Selectmen at next meeting so a board member may attend.
  4. Preliminary estimate received for Water St Bridge. TA will send to Selectmen by email.
  5. Letter received from Forest St. resident speaking out against keeping Forest St open year round. Board suggested reaching out to Rescue Squad to find out if the road is passable for ambulance service in inclement weather.
  6. Chair gave update on revised town overtime regulations. From this point forward Sick time will be referred to as personal time. Holiday and Vacation time may be taken in 8hr increments only and will count towards a 40hr week base prior to OT. Personal time and comp time may be taken in 1hr increments and may not count toward the 40hr base for OT. The Highway Dept and Police Dept have agreed to adhere to the new changes.
  7. Chair briefed the board on last Budget Committee meeting. Gave praise to Transfer Station and Police Dept. for keeping their budgets down this year. Pointed out significant problem with cost of Warrant Articles this year. Emphasized regionalization as a solution.
  8. Ed Miller has agreed to take care of the beaver situations that affect town roads for the rate of $100.00/month salary and $25.00/month fuel. Motion made to hire Ed Miller for the aforementioned task and rate. Voted 3-0.
  9. Interviews held for engineering firms for Bement Bridge. Selectmen will think about the interviews and firms and vote next week.

Accounts Payable and Payroll Manifest reviewed and signed.

Minutes of November 30, 2015 meeting were reviewed and accepted with no change.
