Call to Order and Roll Call:

Eileen Kelly, Chair called the meeting to order at 7:05pm with Marcia Keller, Dick Keller, Tim Rodd, Audrey Sylvester, Sandy Wright, Beth Rodd, John Greenwood, George Cilley, Harry Wright, Chair, Selectman, Barry Wheeler, Selectman, Sonny Harris, Selectman present. Also present were Rick Monahon, Architect, and Marge Cilley, Secretary.

Public attending included Bob Lincoln and Carl Rubchinuk.

At this time, Rick Monahon advised he was not getting the minutes of the Town Hall Restoration Committee and would like to. The Secretary took his e-mail address, and will forward the minutes to him hereon.

Review and Consideration of June 14, 2012 minutes:

Motion was made by Marcia Keller to approve the June 14, 2012 minutes. Seconded by

Beth Rodd. Eileen Kelly, Chair advised on page two of the June 14th minutes, second paragraph, three sentences down the “found no problems there.” should be omitted.

Motion carried unanimously with edit.

Review and Consideration of June 28, 2012 minutes:

These minutes were done after the clean up at the town hall.

Motion was made by Dick Keller to approve the June 28th minutes. Seconded by Beth Rodd. Marcia Keller advised on the 3rd paragraph down, the “ADT Municipal and Business Alarms representative” needs to be struck as it is in the incorrect paragraph, and should be added to 4th paragraph up from the bottom beginning with ADT.

Motion carried Unanimously as amended.

The Committee thanked Rick Monahon, Architect for coming this evening.

Rick Monahon, Architect Report:

Rick stated that he had a carpenter from Bruss Construction who crawled under the entire portion of the building at the Town Hall which one cannot see easily, which is the front part of the building. The crawl space depth averages between 18 to 24 inches. He took Rick’s camera and took photo’s of the whole perimeter of the building that Rick circulated among the members. Copies of all photo’s and reports will be made available for the THRC files.

A drawing of each floor commencing from the basement, first floor and third floor was presented by Mr. Monahan. A couple of tough decisions will need to be made by the committee with Mr. Monahon’s help, which will be cost driven. How will the decisions be made? Excavating under all the building or just under the back portion? Will the Police Department be back in the building and if so, they would not fit unless a full cellar is provided. One approach to consider would be to not lift the entire building up, but to repair and work on a small area of concern underneath existing building with major concern under the rear of the building where the mechanical room is, and the moisture and mold problems are centered. That would not promote the two programs that were on the original list, it would not permit the town offices and police department in the building. Office space would require around 45,000 square feet, plus the police department for anywhere from 4,000 to 6,000 square feet to which would not fit unless the building were moved and excavated underneath. Mr. Monahon advised figures will be made available to evaluate these two approaches.

Discussion ensued regarding the little box (room) on the second floor, stage left, that cantilevers out over air with nothing there except the top floor of the building, and if that were filled in, there would be roughly 500 square feet more of useable space.

The first floor initial plan provided by Mr. Monahon was looked at and discussed.

The Second floor was pretty self defining with the valuable stage and would need to be in full compliance with stairs and lift. Mention was made that the tall ceiling over the stage has been lowered not too long ago with a 7 or 8 foot space above it which would make it a significantly more flexible stage.

A preliminary cost estimate will be prepared for the two versions of the project, one being the full foundation under the building and one does not, but would be a partial foundation. This will be prepared for the next meeting Mr. Monahon has with the TH RC. This is not binding, but informational and helpful. This will be sort of a recapitulation of what has been done previously.

Mr. Monahon advised structurally the exterior and photos of the building look plumb and square. Other topics of conversation included the septic, location and would leave where it is, under the driveway. There is no documentation regarding type of current septic system design. Another concern is parking, but would be more than adequate for the town offices. Parking would be unimproved.

The sprinkler system is driven by the use of the upstairs of the building and could be prepped for and phased in.

For the sills that were looked at, there didn’t appear to be any significant rot, but there are some areas that will need attention. It was found to be very dry. This is not the end of the discussion regarding the condition, just preliminary.

Water storage will be required with the sprinkler system and could go anywhere. Suggestion was perhaps outside and could be shared with the library. It of course must meet Fire Code.

Upstairs bathrooms were discussed for feasibility and a capacity of use upstairs will be checked out.

A time frame for the presentation of the preliminary plans to the public needs to include good promotions and architectural drawings for the three levels with associated costs.

The next meeting of the Town Hall Restoration Committee with Mr. Rick Monahon, Architect will be: Thursday, July 26, 2012 at 7:00pm at the Community Center.

Rick handed out preliminary plans for the members perusal.

Rick was thanked for coming tonight.

July 7th Events:

The Art Show at the Town Hall is taking shape and the Town Hall was cleaned up last Thursday by several members of the group. Coverage was discussed and more is needed from Thursday evening on. Michele Halsted advised a representative from ADT will be looking at the building at 2:00pm on Friday. Audrey Sylvester has a list of the Artists.

Also coverage at the raffle table etc. was discussed for Saturday, the 7th of July.

Discussion ensued regarding holding the Raffle drawing in September. Will check with Rick Monahon regarding timing.

Michele also advised that Terry Knowles, New Hampshire Attorney General’s Charitable Trust Units representative has been in contact with her, but has no answer as yet regarding a tax free legal method of accepting money for the Town Hall Restoration.
