Meeting Minutes
20 September 2016, 7pm at Brown Memorial Library
Present: George Beaton, Seth Benowitz, Nathanial Bruss, J Ann Eldridge, Patty Furness, Scott MacLean, Brooks McCandlish.
Secretary’s Draft Report: The draft meeting minutes were amended to reflect the addition of Brooks McCandlish among those present. The minutes were accepted as read with that correction.
Treasurer’s Report: There is $396 remaining in the 2016 budget. A portion of that will be used to reimburse those members wishing to attend the annual conference and for annual repairs to the Bog Boardwalk.
NH Association of Conservation Commissions Annual Meeting: This conference will take place on Saturday, 12 November, 2016 at Pembroke Academy in Pembroke, NH. The featured speaker will be the noted educator and author Tom Wessels. Many members expressed interest in attending this event.
Ausbon Sargent Land Preservation Trust Chair Meeting: Ann will be attending this biannual gathering. Topics of concern that were recommended to be brought up are wetland ordinances in other towns, and natural resource issues on other town’s Master Plans.
Pollinator Workshop: The importance of pollinator species such as bees, butterflies, moths and beetles, their decline in abundance, and possible interventions to slow this trend will be topics at this event on Thursday, 22 September in Wilton.
NH Rivers Management Protection Program: Scott gave us an update on the efforts of the committee formed to nominate the Warner River. He reiterated that each of the 5 towns represented received their Selectmen’s support before the process was initiated. Each town will present an informational meeting for residents; Scott will meet with Selectmen on October 17 (information added 9/22) and encourage Bradford Selectmen to attend the public information meeting to be held in November. Public Information Sessions will be held in each of the 5 towns in the month of November. Specific dates for these information sessions will be arranged over the next month and then heavily advertised by posters, ads in the local papers, postings on town web sites, some letter mailings and at strategic places around each town. The next meeting of the Warner River Nominating Committee is October 19 at 7pm at the Warner Town Hall. Master Plan 2016: Brooks supported the inclusion of agriculture in the wording of the Zoning Ordinance. There was discussion of the possibility of incorporating a ‘build-out’ analysis as a part of the Master Plan to determine if the town’s current zoning ordinances reflect the wishes of the town. Ann will check in with the Planning Board.
West Main Street Sidewalks Input: After discussion, it was concluded that this grant proposal has no apparent impact as a natural resource issue.
Lumber Barn Proposed Expansion: Lumber Barn is seeking a variance in their proposed expansion application. George volunteered to inquire at the Lumber Barn to discover the extent of this project.
County Road Proposed Salvage Yard: An application has been received by the ZBA to operate a motor salvage area on about 3 acres of property on County Road. A Special Exception has been requested. There will be a public site walk of the area on Tuesday, 11 October at 4pm, and public hearing with the ZBA on Wednesday, 12 October, 7pm at the town hall. Members of the BCC will attend the site walk and meet immediately afterward at the Brown Memorial Library to discuss and formulate comments to be presented to the ZBA at the public hearing. Seth will post public notices of the meeting at the bank and post office.
Bradford Bog Boardwalk: At least a dozen boards are in dire need of replacement. It was decided that we buy the usual amount of boards as those in mediocre condition will give out before the next annual repair date next fall. The annual BBB workday extravaganza will be on Sunday, October 23 at 9 a.m. Seth will post on our Facebook page, and Ann will notify the robust individuals who have generously helped us in the past.
With no further business, the meeting adjourned at 8:35 pm. The next meeting will be Tuesday, 18 October, 2016, 7pm at Brown Memorial Library.
