TOWN HALL RESTORATION COMMITTEE

FEBRUARY 6, 2012

7:00PM

A surprise Birthday Cake from Bread and Chocolate was presented to the Secretary, and enjoyed by all, which was delicious and a big Thank You to All.

Call to Order and Roll Call:

Eileen Kelly, Chair opened the meeting at 7:12pm with Tim Rodd, George Cilley, Beth Rodd, Marcia Keller, Dick Keller, Phyllis Wilcox, Caryl Walker, Audrey Sylvester, Sandy Wright, Michele Halsted, John Greenwood and Marge Cilley, Secretary present.

Review and Consideration of minutes from January 30, 2012:

Motion was made to approve the January 30, 2012 minutes by Marcia Keller, Seconded by Caryl Walker. Motion carried unanimously.

Warrant Articles:

Discussion was held of the Selectmen’s January 31, 2012 meeting as well as the Budget Committee meeting on February 2, 2012.

Several of the THRC members were at the Selectmen’s meeting and several questions were asked and concerns raised, whether the committee needs a petition or not. The Selectmen supported the group and voted unanimously to put the Article discussed for thirteen thousand ($13,000.) on the Warrant. Emphasis was on the wording of design, not study.

It was stated at the Selectmen’s meeting that an RFP does need to be advertised.

Rural Heritage Donation:

Bill Glennie, Chair Rural Heritage Connection presented the Town Hall Restoration Committee with a check for two thousand ($2,000.) to start procedures for the town hall restoration. Much discussion ensued regarding the handling of this donation.

The committee unanimously agreed that the RFP should go out prior to Town Meeting. It was also suggested that the committee be involved with the interviewing of the bids that are returned.

It was suggested that Peter Michaud, Historic Preservation may help with the wording of the RFP’s, and Eileen Kelly will check with him. There are four firms that should be notified.

Eileen Kelly, Chair advised Cheryl Behr, Administrator was going to check with DRA regarding how a Recessed Town Meeting or a Special Town Meeting is handled.

Beth Rodd will follow through on the Seven to Save in Michele Halsted’s absence.

Another Grant to be following closely is the Beacon Better Buildings Block Grant.

Fair Shakes:

Michele Halsted suggested that it would be beneficial to somehow give the qualified labor force of Bradford a fair shake, and use their expertise when possible in required construction. Mike Bauer will assist in drawing up a list of residents and their expertise.

Community Partners

Audrey Sylvester stated this is pulling together people in town, and many names have been gathered from different groups in town supporting the Town Hall Restoration effort.

Many more signatures will be obtained over the next few weeks. These will be forwarded with Grant Applications.

Discussion ensued regarding many Grants out there to be applied for.

As many of the committee as can will be at the Budget Hearing on Thursday, February 9, 2012 at 6:30pm.

The next scheduled meeting of the THRC will be: Thursday, February 23, 2012

at 7:00pm.
