TOWN HALL RESTORATION COMMITTEE

FEBRUARY 23, 2012

Call to Order and Roll Call:

Eileen Kelly, Chair called the meeting to order at 7:10pm with Audrey Sylvester, George Cilley, Sandy Wright, Dick Keller, Marcia Keller, Beth Rodd, Caryl Walker, and Marge Cilley, Secretary present. John Greenwood was absent.

Also present was Bob Lincoln and Carl Rubchinuk.

Review and Consideration of February 6, 2012 minutes:

Motion was made by Marcia Keller to approve the minutes, seconded by Sandy Wright.

Correction reflects that after much discussion, the check from Rural Heritage Connection will be held by them and did not go to the Town Hall Restoration Committee. Motion carried with edit. 8-0.

Eileen Kelly advised she has talked with Peter Michaud and he does not help with the actual wording of the RFP, but did send some information and links to some standards

that can be used.

Considerable discussion ensued regarding what the design plans will address. This will be spelled out completely in the RFP and leave nothing for speculation. A previous format can be used as a model.

It was stated that Brackett Scheffy will meet with the THRC prior to Town Meeting for some clarification.

Beth Rodd advised she had been in contact with Maggie Stier who advised the Grant that is being worked on (Seven to Save) does not have to be in until September, therefore it may be more beneficial to wait until after Town Meeting and perhaps be able to add some more information to it rather than forward it at this time.

Some thoughts for presenting prior to Town Meeting as well as at Town Meeting:

  1. Make clear what the money will provide.
  2. Multi year phasing.
  3. Recommended by the Selectmen and Budget Committee.
  4. Funding of Restoration and method of procuring it.
  5. Itemized hand-outs.
  6. What the $13,000 is going to net us, by itemizing, including grading, sewer, fire suppression.
  7. Main goal is getting back into the building and reiterate money spent by being out

of the building as well as previous band aid costs.

Marcia Keller will check with Andrew Pinard to see if he could moderate the “Meet the Candidates” and style show to be held on March 10th, 2012 at the Community Center from 10:00am to 12:00 noon.

Discussion concerning if non residents could/should be segregated at Town Meeting.

Audrey Sylvester suggested we apply for the Moose Plate Grant and present it to the Selectmen for their approval. Another Grant that should be watched that Michele Halsted stated previously is the Beacon Better Buildings Block Grant.
