TOWN HALL RESTORATION COMMITTEE

APRIL 21, 2012

10:00AM

Call to Order and Roll Call:

Eileen Kelly, Chair opened the meeting at 10:00am with Sandy Wright, Phyllis Wilcox, Marcia Keller, Beth Rodd, George Cilley, Dick Keller, Caryl Walker and Marge Cilley, Secretary present. Audrey Sylvester and John Greenwood were absent.

Guests included: Harry Wright, Sonny Harris, Selectmen, Bob Lincoln, and Carl Rubchinuk.

Better Buildings Grant:

Eileen Kelly, Chair stated the members had just received word from Michele Halsted that the statewide application for Better Building projects has been released. One of the criteria is first come, first serve, so we should move quickly, and an application showing interest needs to be received by May 11, 2012. Projects participating in the Better Buildings program receive a 25% Grant up to $150,000 and low interest loans. Projects which already have a complete energy audit will receive higher priority. Also projects looking for a low interest loan of at least $200,000 in addition to the Better Buildings Grant will receive higher priority.

Construction must be completed by March 30, 2013.

Application Instructions were gone over.

George Cilley suggested this might be energy related for the furnace.

Dick Keller interjected that a special town meeting would have to be held to accept and expend the funding as a first phase, and the second phase would be to ask the town to bond the money for that aspect.

Review and Discussion of RFP responders:

There were four responses to the six RFP’s that were sent out, and copies of these were handed out to all the members for their perusal.

1 Dennis Mires PA Manchester – Eileen Kelley read the letter of Introduction written to Harry Wright, Chair, and their proposal was quoted at $12,500.00. It was noted that they did not attend the Walk through the Town Hall.

 2. UK Architects, Hanover – Introduction letter written to Harry Wright, Chair Selectmen was read by Eileen Kelley. Amount quoted is $12,963.00.

Harry Wright, Chair advised the Walk Through the town hall was very interesting as the attendees were looking in all the nooks and crannies’ of the building.

At this time, Harry Wright and Sonny Harris (with Marcia Keller’s help) found the survey that was done in 2009 of the Town Hall property. A copy of this will be made available to the Town Hall Restoration Committee.

3. Christopher Williams- Meredith, The RFP was read and discussed by the Board and their quote is $12,000.00 plus many add ons.

  1. Richard Monahon- Peterborough – The RFP was read and discussed. Richard Monahon has worked on many renovations previously of old buildings. Quote was given at $11,500.00, which includes all scope as described in the RFP. Also stated that there will be no charge for reimbursable expenses over the lump sum fee. A budged one thousand five hundred dollars $1,500 to hire a contractor to perform a building foundation and structural survey and provide topographical date in selected areas of the site was also stated in the proposal.

Well and Septic areas were brought up by Sonny Harris as well as the foundation.

Much discussion and deliberation ensued regarding each RFP received. Also of concern is the copy of the Energy Report that the Committee should have. The committee should have a complete copy of what was in the RFP for their records.

Motion was made to recommend Richard Monahon, Jr. AIA Architects, Peterborough RFP as the chosen Architect for the preliminary architectural and engineering services to evaluate the Bradford Town Hall, by Marcia Keller. Seconded by George Cilley. Motion carried 7-0. (Unanimous)

Motion was made by Dick Keller to amend the motion to include a discussion with Mr. Monahon to resolve some of the questions the committee has regarding several topics.

Amendment was withdrawn by Dick Keller.

The Selectmen will be presented with the Town Hall Restoration Committee’s recommendation of Richard M. Monahon, Jr. AIA Architects RFP and request their approval with a letter so stating for them to sign. Eileen Kelley, Chair will ask to be on the April 24th Selectmen’s Agenda. Mr. Monahon will then be contacted to set up a meeting date with the Selectmen and the THRC.

It was reiterated that concerns of the well and septic should be first and foremost in the process. A preliminary date will be set up with Mr. Monahon to meet with the Selectmen.

Rural Heritage meeting was brought up which is scheduled on May 14th. The THRC will plan on meeting with them regarding a fund raising campaign.

A piano that is available as a donation was discussed. This is a Grand piano that has been housed in the area of Blodgett’s Landing. Not related to Bradford, but has a history of being in the area over the years, and the Historical Society has brought it to the attention of the THRC. Phyllis Wilcox has volunteered to look at it in mid May when the owner returns to the area. Decision is that the Town Hall Restoration Committee has enough on their plate right now, and it will be up to the Historical Society to follow through with this.
